The
Catalan Ombudsman finds that the Action Protocol for unaccompanied
immigrant minors between the Secretary of Children's Affairs and the
Domestic Affairs Department does not meet legal
requirements |

The
Ombudsman has found that when a sans-papiers foreigner is found, and
their status as a minor can not be reliably proven, the Autonomous
Police have them referred to the Public Prosecutor's Office without
having first been assisted by the minor protection services. This is
in violation of the Children and Adolescent Rights and Opportunities
Act, among other laws.

The
Catalan Ombudsman takes part in the IOI World Council
Meeting |

In his
role as president of the European Region of the International
Ombudsman Institute (IOI), Rafael Ribó took part in the World
Council Meeting of this organization, held in Bermuda on October
17-20. A noteworthy result of this Council Meeting was the election
of the new president of the Institute, Beverly Wakem.

job stability for personnel in workshop schools, guilds and
employment workshops, following a suggestion by the Catalan
Ombudsman |

The
Department of Labour has modified the regulations to allow
intermittent routines contracts. The Catalan Ombudsman had opened an
ex-officio action to study this situation, and recommended that the
Department of Labour study ways to improve the occupational
relations between personnel in workshop schools, guilds and
employment workshops, making them compatible with the time frames of
the programs and greater job stability. This compatibility meant
having the ability to formalize intermittent routines contracts.

Ribó also
took part in the International Symposium on Children's Rights, held
by the Ombudsmen Association of French-speaking countries (AOMF),
the Ombudsman of New Brunswick and the University of Moncton, in
Canada. The 15th Congress of the Latin American Ombudsman Federation
(FIO), held October 25-29 in Cartagena de Indias (Colombia), focused
on the topics of migration and public safety. Ribó also held
meetings to improve coordination and relations between the FIO and
the IOI.

The
Catalan Ombudsman Youth Pannel course begins |

The Youth
Pannel was created by the Catalan Ombudsman to gather the views and
opinions directly from young people as concerns their rights and the
Catalan Ombudsman's work. This year's Pannel class is made up of 18
15 year-olds from nine schools in Barcelona, Salt, Reus, Cervera and
Sabadell. Under the leadership of the Deputy Ombudswoman for the
Defence of Children and Adolescent Rights, M. Jesús Larios, the
Catalan Ombudsman's staff will visit all of the schools represented
on the pannel to inform them on children and young people's rights,
as well as the Catalan Ombudsman's mission.

Catalan Ombudsman's staff will travel to Vilanova i la Geltrú next
Thursday November 18 to receive complaints and queries on
administrations and companies that provide services of general
interest (water, electricity, gas, telephone). Visits will be
received at the La Sardana civic centre, on Carrer Anselm Clavé, 74.
