The Síndic de Greuges (Catalan Ombudsman) presents the first report on Prevention of Torture in Catalonia

Catalan Ombudsman Rafael Ribó delivered the first report of the Catalan Authority for the Prevention of Torture and other Cruel, Inhuman or Degrading Treatment to the Office of the President of Parliament on January 10. With the Catalan Ombudsman Act, of December 2009, the Ombudsman has taken on, by virtue of the Optional Protocol of the United Nations Convention, the competencies of acting in Catalonia for the Prevention of Torture and other Cruel, Inhuman or Degrading Treatment.

The President of Parliament grants the Catalan Ombudsman an audience

The President of Parliament, Núria de Gispert, gave Catalan Ombudsman Rafael Ribó an audience last January 10. It was the first meeting between the heads of the two institutions following Gispert's election as President of Parliament last December 16. Ribó and de Gispert discussed matters of common interest, and relations between the two institutions. Ribó also disclosed the first report of the Catalan Authority for the Prevention of Torture.

The Catalan Ombudsman's office received visits in Tarragona on January 19.

The Catalan Ombudsman's office travelled to Tarragona on Wednesday, January 19th to field complaints and queries on public administrations, and also companies that provide services of public interest (utilities and telephony). Visitors, which were received in the historic university building, at Plaça Imperial Tarraco 1, field 41 complaints and 39 queries.

The Ombudsman recommends that the Department of Education prepare a specific report for each affected school, systematically analyzing the impact that such an elimination could have on the effective exercise of the right to equal educational opportunities. If the analysis of these areas reveals a negative impact, the Catalan Ombudsman suggests that the Department of Education reassess the application of this measure, or otherwise compensate the effects it could have on educational equality.

Establishment of different water rates for those registered in the municipal census and those who are not

The Catalan Ombudsman has sent recommendations to the local councils of Tossa de Mar and Figaró-Montmany for them to modify their rates regulations to do away with the distinction between users registered in the municipal census and those who are not, as such a measure is contrary to the principle of equality before the law, as is established by numerous judicial rulings.

A collaboration agreement has been signed with the Ombudswoman of Barcelona

Ma. Assumpció Vila and Rafael Ribó signed a collaboration agreement between the two institutions last December 13. It aims to offer better service to the people in the defense of their rights, expedite the filing and resolution of complaints in the two institutions and avoid redundancies.
