Ribó urged to speed up the draft law on access to
information |

In his
appearance before the Ombudsman Parliamentary Comission, Rafael Ribó
highlighted issues that the law on access to information should
incorporate to guarantee quality standards and democratic control.
He also warned about the abuse in the exceptions of subjects,
situations or institutions that could be exempted from the
regulation and emphasized the democratic impulse that will result
from a law performed following the parameters of equivalent laws of
other European and North American countries.

The
Catalan Ombudsman has found that the private kindergarten involved
in the recent death of a child, like many other centers working in
Catalonia, regularly took care of children for several hours a day
without specific monitoring and without any Administration being
aware of its care and educational conditions.

As a
result of new performance criteria for nursery schools in Barcelona,
the Catalan Ombudsman warned about an increased number of children
per group may determine the current quality of education. It also
proposed mechanisms for control and supervision of outsourced
schools to ensure the same quality standards and to maintain the
policy of increasing public places of the local nursery.

Agreement
between the Catalan Ombudsman and the City Council of Molins de
Rei |

The
Catalan Ombudsman, Rafael Ribó, and the mayor of Molins de Rei, Xavi
Paz Penche, signed on 8 June a collaboration agreement which commits
them to give maximum speed to the handling of complaints filed to
the Catalan Ombudsman and involving municipal powers of Molins de
Rei. The agreement aims to provide better care to the inhabitants of
this town in defending their rights at the local level.

The
Catalan Ombudsman, Rafael Ribó, appeared at his own request before
the Ombudsman Parliamentary Comission to present his Office's
international activities on recent years. In his appearance before
the Parliament, on June 21st, Ribó stated and developed the
information collected in the Catalan Omdusman's annual reports.

New
means of communication of the Catalan Ombudsman in the towns with
agreement |

The
Catalan Ombudsman has set up a new way to disseminate his
institution and help people to file complaints. The service is aimed
to the sixteen towns with which the Ombudsman signed a single
supervision agreement. Thus, highly visible displays were installed
in the municipal premises including complaint forms and postage paid
envelopes. This system replaces the Ombudsman customised postbox
available so far and complements other means of access to the
Catalan Ombudsman, open to everyone.
