Catalan Ombudsman transfers to the Public Prosecutor's Office a medical report of a inmate at Zona Franca's CIE (Foreigners Intermnent Center) on alleged mistreatment

Rafael Ribó has information at his disposal about irregularities in the Zona Franca's CIE for some time and, only during the last week, has received four complaints from inmates of the CIE reporting some alleged mistreatment and their imminent expulsion, despite that there are reasonable evidences of having put down roots in Catalonia. The Catalan Ombudsman has asked the Home Secretary to reconsider the expulsion orders and has sent to the Public Prosecutor's Office a medical report of an inmate on alleged mistreatment. In view of the repeated refusals to visit the CIE, Ribó has demanded all public bodies under the authority of the central Administration to respect the Catalan Ombudsman's duties.

Catalan Ombudsman investigates a baby's death due to alleged mistreatment

The Catalan Ombudsman has initiated an ex-officio action in order to investigate the death of a baby last 11th April in Esplugues and to check if the current protocols for detecting and preventing mistreatment of minors were correctly applied. The Catalan Ombudsman carries out the investigation jointly with the Galician Ombudsman since the family arrived in Catalonia only few weeks ago. On the occasion of this ex-officio action, the Catalan Ombudsman has put forward a follow-up meeting on the application of the above mentioned protocol with all bodies concerned.

The Catalan Ombudsman denounces that the new labour reform violates constitutional rights

Rafael Ribó has sent a report addressed to all groups in the Spanish Parliament with representation in Catalonia hightlighting that Royal Order in Council for labour reform contains some aspects that may be called unconstitutional. According to the Catalan Ombudsman, the labour reform violates the rights stated in the article 35 of the Spanish Constitution, that recognizes the right to work; article 37, that recognizes the right to collective bargaining, and the article 24, that recognizes the access to efective judicial protection of the above.

Propopals to be exempted of the Municipal Added Value Tax in case of home loss

The Catalan Ombudsman has recommended an amendment in the Law for Local Taxation so that transmissions of principal residences obtained as a result of a foreclosure of a mortgage to be exempted of the Municipal Added Value Tax. He has also suggested the Councils setting up some compensatory measures to avoid worsening the situation of those affected. Rafael Ribó has sent such recommedations to all administrations involved.

Presentation of the Annual Report to the Parliament's Plenary Session

Last April 26, Rafael Ribó presented the Catalan Ombudsman's Annual Report to the Plenary Session of the Catalan Parliament. The report, compiling all performances carried out by the Catalan Ombudsman along 2011, had been already discussed before the Parliamentary Commission for the Catalan Ombudsman. In his speech in the Plenary, Ribó alerted to the risks budgetarial cuts may have on rights and social benefits' preservation and asked the Government and the Parliament to give prior importance to policies ensuring social inclusion.

The Canary Islands Ombudsman visits the Catalan Ombudsman

The Canary Islands Ombudsman, Jerónimo Saavedra, visited the Catalan Ombudsman's premises and held a meeting with its incumbent, Rafael Ribó. The visit took place on April 19, and served the purpose of exchanging common experiences and information between both institutions. This is the first official visit of Jerónimo Saavedra to the Catalan Ombusman since he was appointed as Canary Islands Ombudsman, last December 2011. Saavedra replaced Manuel Alcaide in the position.

Agreement with Abertis Telecom to improve the defense of cosumers rights

The agreement, signed on April 4, sets up a collaboration framework between both parts in terms of research, reporting and assessment, according to the competences that the Estatute of Autonomy and the Catalan Ombudsman Law confer to the Catalan Ombudsman in connection with private firms delivering public services. Abertis Telecom is the telecommunications infraestructures operator by the Abertis Group and carries out services of TDT and radio broadcasting, and telecommunication services.

Reception of complaints in different Catalan towns such as Sant Joan Despí, Llinars, Lleida, Valls and Tàrrega

The Ombudsman Office will visit on May 10, Sant Joan Despí; on the 15th, Llinars; on the 17th, Lleida; on the 23rd Valls, and on the 24th, Tàrrega. The aim of the visits is to make the Ombudsman more accessible to citizens to file complaints and make queries regarding public administrations and private firms delivering public services (water, electricity, telephone, etc).
