Rafael Ribó urges the Catalan Government to pay the beneficiaries of the integration minimum income (RMI) at once

A year after the changes implemented in the management of the integration minimum income (RMI) the Catalan Ombudsman has asked the Minister of Enterprise and Labour of the Catalan Government, Francesc Xavier Mena, to immediately set out again the payment to all beneficiaries who were suspended that payment for precautionary reasons and who have proved to meet the requirements. The Catalan Ombudsman also urges the Government to review the outstanding cases and asks that, if these cases qualify, also receive this income immediately.

The Catalan Ombudsman reminds the Administration of its responsibility to investigate possible fraud in school pre-enrolment

Before the controversy arose over access to data from other families during the process of school pre-enrolment, the Catalan Ombudsman, Rafael Ribó, believes that it is the Administration who should ensure that processes are compliant with legislation and carry out the necessary checks for signs of fraud. Ribó recalls, however, that the regulation also states that people concerned must have access to the records and access to such information is a factor that reinforces transparency in the admission procedure.

Catalan Ombudsman's proposals to guarantee comprehensive health care

The Catalan Ombudsman, Rafael Ribó, has announced that a report is being drawn up with a set of recommendations to ensure the Catalan Government provides comprehensive health care to all residents in Catalonia. Ribó will hand out these recommendations during September to the Catalan Government so they are taken into account in the negotiations with the Spanish Government to implement the Decree of Health in Catalonia.

The Síndic urges the Government to ensure timely payment to youth care homes

The Catalan Ombudsman reminds the Catalan Government that the administrative declaration of abandonment of a minor has the immediate effect attributed to the guardianship of minors administration, so that the administration automatically becomes responsible for the minor's guard and protection. Therefore, he has suggested, despite knowing the precarious financial situation of the Catalan Treasury, that payment to the semi-private child care shelters be prioritized.

The Catalan Ombudsman suggests that State legislation on registered partnerships incorporate criteria of the Catalan Civil Law

The Catalan Ombudsman has submitted a report to the Spanish Ombudsman (Defensor del Pueblo) with proposals for changes in State legislation so that those couples constituted in accordance with the Catalan Civil law in which one of its members is a person with extracommunitarian nationality, have right to the residence card. According to the Catalan Civil Code, two people are considered stable couple when they live without interruption for more than two years, have formalized the relationship through public deed or have a child in common during coexistence.

Recommendations for a free system of mortgage debt restructuring

The Catalan Ombudsman has highlighted to the Catalan political groups with representation in the Spanish Parliament the need to regulate a free system of debt restructuring that prioritise friendly agreements, include mortgage debts for the acquisition of the main house, and in the long term, allow to free consumers from the remaining debt. Since this matter exceeds the scope of mediation and affects regulation of contractual obligations, the competence belongs to the central institutions of State.

Reception of complaints in Abrera, Vila-seca, El Vendrell and Sabadell

All along September, the Catalan Ombudsman Office will visit Abrera, on the 13th; Vila-seca, on the 18th; El Vendrell, on the 20th, and Sabadell, on the 25th. The aim of the visits is to make the Ombudsman more accessible to citizens to file complaints and make queries regarding public administrations and private firms delivering public services (water, electricity, telephone, etc).
