Presentation of 2013 Annual Report

The Catalan Ombudsman, Rafael Ribó, who has just handed in the Annual Report 2013 to the president of the Catalan Parliament, Núria de Gispert, underlines the need to protect social policies, the defence of which has led to several actions carried out by the institution. In 2013 the Catalan Ombudsman handled over 27,000 actions and obtained a 98% percentage of acceptance of its rulings. Ribó asks for the cooperation of the Administration in order to guarantee the fulfilment of the accepted recommendations.

Undue delays in Police custody of detainees

The Annual Report of the Catalan Authority for the Prevention of Torture submitted in January by the Catalan Ombudsman, Rafael Ribó, and the ACPT's Work Team, takes stock of the 53 inspections carried out by this supervisory body in 2013, the majority of them (43) to police stations. Due to theses visits, the ACPT states the hours that the people under arrest are forced to stay in the police station are unreasonable and legal aid is not provided immediately.

The Catalan Ombudsman investigates the situation of an inmate in hunger strike at Barcelona's Alien Internment Centre

The Ombudsman is handling an investigation into the possible violation of the rights of an inmate in hunger strike for over a month at the Alien Internment Centre of Barcelona that had to be treated by medical personnel outside the centre. After contrasting with the medical team the monitoring required by the inmate, the Ombudsman, Rafael Ribó recommended his right to protest be respected but also his constant medical monitoring be guaranteed. Ribó has contacted the Spanish Ombudsman to request an agreement to be able to oversee the case.

Meeting of UN Special Rapporteur, Pablo de Greiff, with regional and state ombudsmen

The Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Pablo de Greiff, met in Madrid with Spanish regional ombusman, including the Catalan Ombudsman, at an event organized by the Ombudsman of Spain. Especially interested in historical memory, de Greiff addressed the four components of its mandate, in accordance with the resolution 18/7 of the Human Rights Council, entrusting him to deal with cases of human rights and international humanitarian law infringements.

Symposium on Linguistic Rights and Social Cohesion in multilingual societies

The Catalan Ombudsman, in collaboration with the International Association of Language Commissioners (IALC ), will be holding an International Symposium on Language Rights and Social Cohesion in multilingual societies, which will take place next March in Barcelona. Within the framework of the Tricentenari Commemoration Events, the Symposium is supported by Barcelona's City Hall and the Catalan Government. The lectures will take place on 19 and 20 March to be followed by the International Conference of IALC, on March 21st.
