Director of Cabinet

Judith Macaya Alsina holds a Degree in Sociology from the University of Barcelona (UB) and a diploma in Social Work from Rovira i Virgili University.

She began her professional career at the University of Barcelona, ​​with teaching support and administration and services. Since 2004 she has been part of the Catalan Ombudsman’s team, where she has held the positions of responsible for studies, adviser in the area of ​​social services and adviser to the Catalan Ombudsman’s Office. Since 2010 she holds the position of Director of Cabinet and Communication.

In 2016 the European Board of the International Institute of the Ombudsman (IOI) appointed her Head of the General Secretariat of the European Office of the IOI. She already held this position from 2009 to 2012.

She coordinates the Catalan Ombudsman’s Office, institutional and international relations, and the press and communication area. She is also in charge of the social services team.



Joan A. Montesinos Bernabé holds a Postgraduate Degree in Labour Relations from the Polytechnic University of Catalonia. Formerly Catalan teacher, he also holds a Master in Public Administration (EMPA) from Esade-Ramon Llull University and a Degree in Geography and History from the University of Barcelona.

He has developed his professional career in the public sector in the professional field of people management, citizen care, good governance, institutional public sector and organizational design.

He is a senior civil servant of the Government of Catalonia. He has been Deputy Director General of Organization, Information and Personnel in the departments of Territorial Policy and Public Works, Welfare and Family, Vice-Presidency, Business and Economy and Knowledge of the Government of Catalonia and Vice-Manager of Organization and Personnel at Pompeu Fabra University. He has also taught at the School of Public Administration of Catalonia and has been an associate professor teaching the subjects of Civil Service and Human Resources Management in the Degree of Management and Public Administration at the Fundació Universitària del Bages (FUB ).

He is a member of the editorial board of the White Paper on the Civil Service of Catalonia.

He has been a member of the Catalan Association of Public Management.

He has several publications and articles on people management in public administration.

He is responsible for internal administration in the areas of human resources, administrative contracting, financial management, general and support services, and for legal advice on these matters. It also deals with the areas of public administration and rights, immigration, labour relations and pensions and transparency.
