The Rwandan Public Prosecutor's Office is seeking a life sentence for Ingabire

The Catalan Ombudswoman and the Catalan Mechanism for the Prevention of Torture, with the support of its Advisory Council, have endorsed a resolution by the UN Working Group on Arbitrary Detention concerning the case of the Rwandan activist Victoire Ingabire Umuhoza.

This decision was made during an extraordinary meeting of the Advisory Council on 23 September 2026 to discuss the situation in prisons and the penal system. During the meeting, the situation of Ms Ingabire was addressed: she has been re-imprisoned in Rwanda, and the Rwandan Public Prosecutor’s Office has sought a life sentence for her.

The UN resolution deems Ingabire’s detention arbitrary, urging the Rwandan Government to take immediate action to address the situation. This includes ensuring an independent investigation into the matter and providing redress for the violations of her rights. It also calls for her immediate release.

By endorsing this resolution, the Catalan Ombudsman office and the Catalan Mechanism for the Prevention of Torture reaffirm their commitment to defending human rights and fundamental freedoms, and to respecting international law.
