Although minors aged 16 to 18 can be legally called to attend as witnesses to an identification parade, the Catalan Ombudsman thinks that the UN Convention on the Rights of the Child should be considered. According to this agreement, in all actions concerning children, whether undertaken by public or private states "the best interests of the child shall be a primary consideration".
For this reason, he believes that people under age should have the minimum contact with the state control systems in order to avoid negative effects on them. In a letter sent to the Catalan Ministry of the Interior, the Catalan Ombudsman, Rafael Ribó, proposes as well to assess the possibility of informing the parents or legal tutors of minors called to attend to an identification parade until they reach adulthood.
