The two-day study mission was meant to address specific aspects of citizen communication and services, while also guiding staff members from the Serbian and Belgrade Ombudsman’s Institutions in their dealings with the public, public dissemination of the institutions’ activities and promotion of the Ombudsman’s office before local administrations.

This activity took place within the joint Catalan Ombudsman-OSCE project of support for the Serbian Ombudsman (2009-2010) and as part of the Catalan Ombudsman’s activities to support his peer in Belgrade. The two delegations’ participating together in the study mission was considered enriching for both from a standpoint of collaboration between the state and municipal institutions.

The delegation, made up of six representatives from the Serbian Ombudsman institution, four from the Belgrade Ombudsman, led by Ombudswoman Dusanka Gacesa, and a member of the OSCE Mission to Serbia attended a number of conference on strategies for communication with citizens, the Catalan Ombudsman’s trips around Catalonia, promotion of the institution before the local administrations, and techniques and structure to correctly serve the public. The group also paid a visit to the Ombudswoman of Barcelona.
