Unanimous recommendation at Council of Europe in favour of regional ombudsmen

The Congress of Local and Regional Authorities of the Council of Europe unanimously passed a report in favour of local and regional ombudsmen. The Congress 21st plenary session is being held in Strasburg from 18 to 20 October and all state members are taking part in it.

The report defines the regional ombudsman as an essential means of democratic control to guarantee citizen rights before administrations. Setting up new ombudsmen offices and consolidating the existing ones (regarding their independence, means and competences) are some recommendations included in the study.

The report was presented by two members of the Local Authorities Congress –Helena Pihlajasaari and Halvdan Skard- and by Rafael Ribó, who gave the debate introductory speech, as president of the European chapter of the International Ombudsman Institute (IOI).
