Director of Cabinet and Communications Area 

Andreu Sagarra i Figueras (Barcelona, 1978) holds a degree in Advertising and Public Relations from the Blanquerna Faculty of Communication Sciences and International Relations (Ramon Llull University).

He holds a Master's Degree in Institutional Relations, Events and Protocol - Events Management (2011) and completed the Management Development Programme at IESE (2018).

Between 2004 and 2007 he worked as an external relations and protocol technician at the Department of Economy and Finance of the Catalan Government, with regional ministers Francesc Homs i Ferret and Antoni Castells i Oliveres.

In 2007 he joined the Rectorate of the Ramon Llull University, where until 2011 he was head of the Protocol and Institutional Relations Office of the University director, Esther Giménez-Salinas i Colomer.

In 2011 he was appointed head of external relations and protocol in the Cabinet Office of the regional minister of the Department of Economy and Knowledge, Andreu Mas-Colell, until 2016.

In 2016 he joined the Department of Business and Knowledge as head of external relations and protocol under the regional minister Jordi Baiget Cantons.

Between 2018 and 2019 he worked at the Department of the Presidency of the Catalan Government as head of external relations and protocol with regional ministers Elsa Artadi i Vila and Meritxell Budó i Pla.

In 2019 he was appointed head of the President’s Cabinet of the Barcelona Bar Association under presidents Maria Eugènia Gay Rosell and later Jesús Sánchez García.

He has been a visiting professor in the Blanquerna-Atrevia Master's Degree in Integral Corporate Communication and at the University of Malaga.


Director of the Social Rights and Restorative Justice Area

Aida C. Rodríguez (Barcelona, 1980), holds a PhD in Educational Sciences (cum laude) and a degree in Philosophy from the Ramon Llull University (URL), and a master’s degree in Citizenship and Human Rights from the University of Barcelona.

Project manager of the Pere Tarrés Social and Restorative Justice Chair (2016-2022).

Adjunct lecturer at the Department of Humanities of La Salle, URL (2014-2022) and professor of the Master’s degree in Social and Educational Models and Strategies in Childhood and Adolescence in the Pere Tarrés Faculty of Social Education and Social Work.

As a research collaborator at the Social Innovation and Analysis Research Group (GIAS) at the Pere Tarrés Faculty of Social Education and Social Work, URL (2015-2022), she has worked mainly on issues related to restorative justice, human rights, penal system, education, ethics and social justice.

Trainer in global restorative practices and global restorative approaches to teaching staff of primary and secondary schools of the Department of Education of the Catalan Government (2020-2022).

Founding member of the association Informa’t Bcn! - Movement for citizen information (2011-2014).

Coordinator of activities in the Restorative Justice Group of ESADE’s Faculty of Law, URL (2014-2016).

Teacher of philosophy, humanities and language in secondary schools (2008-2013).

Leonardo da Vinci Scholarship in Berlin, Germany (2007-2008). 


Joan A. Montesinos Bernabé holds a Postgraduate Degree in Labour Relations from the Polytechnic University of Catalonia. Formerly Catalan teacher, he also holds a Master in Public Administration (EMPA) from Esade-Ramon Llull University and a Degree in Geography and History from the University of Barcelona.

He has developed his professional career in the public sector in the professional field of people management, citizen care, good governance, institutional public sector and organizational design.

He is a senior civil servant of the Government of Catalonia. He has been Deputy Director General of Organization, Information and Personnel in the departments of Territorial Policy and Public Works, Welfare and Family, Vice-Presidency, Business and Economy and Knowledge of the Government of Catalonia and Vice-Manager of Organization and Personnel at Pompeu Fabra University. He has also taught at the School of Public Administration of Catalonia and has been an associate professor teaching the subjects of Civil Service and Human Resources Management in the Degree of Management and Public Administration at the Fundació Universitària del Bages (FUB ).

He is a member of the editorial board of the White Paper on the Civil Service of Catalonia.

He has been a member of the Catalan Association of Public Management.

He has several publications and articles on people management in public administration.

He is responsible for internal administration in the areas of human resources, administrative contracting, financial management, general and support services, and for legal advice on these matters. It also deals with the areas of public administration and rights, immigration, labour relations and pensions and transparency.
